Shoulder chops are an often underappreciated cut of the lamb.  They are from a hard working and fattier muscle that is less tender than loin or rib chops but they make up for that reduction in tenderness with fabulously robust flavor.  We prefer our shoulder chops grilled to medium rare but they are also great stewed or braised.
